The office of Legislative Lagniappe, Inc. is seeking information and participation in a project focused on the fairness, efficiency, and efficacy of the Louisiana court system. The concentration is on both the fairness and efficiency of the court system itself, as well as the effectiveness and professional integrity of the judges and attorneys who practice in those hallowed halls. A review of consumer expenses with regard to attorney fees and court costs will also be examined. Primarily, what is being sought is data in the following areas of law: domestic (divorce), domestic (spousal abuse - victims both male and female), child custody, nursing home abuse or neglect resulting in injury/death, and the state's foster care system - Child Protective Services. Also of interest would be consumer attempts to file complaints with state licensing boards that resulted in what consumers view as "cover ups" or stonewalling by the boards in question, i.e., issues of unfair tactics involving Child Protective Services for the State of Louisiana, and attempts to file complaints with the Louisiana State Bar Association's Disciplinary Board on the conduct of attorneys and/or judges, as well as mediators, psychologists, social workers, psychiatrists, etc. used in domestic/child custody/foster care, cases, etc. Please visit Legislative Lagniappe, Inc.'s web site http://www.legislativelagniappe.org for contact information. A confidential answering machine is available to receive your initial telephone inquiry. While it is the position of Legislative Lagniappe that most judges and attorneys are honest and work hard to achieve a fair compromise to the goals of litigants and clients, some are falling short of this ideal. It is actions of those few (as well as that of the Boards that regulate them) that this office wants to explore. The ultimate objectives of project will be: Gathering information that will pinpoint failures of the court system and regulatory/licensing agencies; Presenting the findings of Legislative Lagniappe to legislators who will work with project participants to accomplish the passage of corrective legislation; Recording and clearly explaining the successes and failures of legislators in this endeavor; Developing and presenting a series of forums to assist the public in selecting attorneys and efficiently and productively working within the court system; Producing studies on Louisiana's system of regulatory/licensing agencies; and Producing report cards on judges that can be used by voters during state, parish, and city elections. Confidentiality will be honored and information will only be released with the WRITTEN PERMISSION of project participants. Susan Ruiz Branigan, Director Legislative Lagniappe, Inc.
